When it’s Rumsfeld complaining about how much money is being wasted on Pentagon spending,  we ought to take it seriously.

"My goodness, every year the Congress was stuffing $10 billion down the Pentagon’s throat that we didn’t want," Rumsfeld said. "There’s no question that there’s money there."

On the other hand,  Rumsfeld did always talk about a “leaner, more effective military”, leading him to under supply the troops in Iraq
