Whatever this means,  it seems awfully goofy to have a set of rules that prevent a manager from putting ineffectuive pitchers in the minors and keeping effective ones on the major league roster.  This situation with Reitsma highlights this.  He’s in the minors,  just two weeks past pitching the Reds first complete game in over a year,  and the existing starters,  with Dessens down,  are stuggling and sputtering.
